Minutes of a Regular Meeting of the

Town Council of the Town of= Ellicott

held at = the Administration Building,

215 S. Work Street, Falconer, N.Y. on

February= 1, 2010 at 7:00 P.M.

 

Present: Supervisor Miller, Councilman Orlando= , Councilman Beckerink, Councilman Heintzelman, Town Clerk Erlandson, Highway Superinten= dent Shellhouse, Legislator Barmore.  Absent: Councilman Lodestro.

 

Supervisor Miller open= ed the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called t= he roll. 

 

APPROVAL OF MINUTES

 

MOTION by Councilman Heintzelman, seconded by Councilman Beckerink to accept the minutes of the January 18, 2010 meeting as presented by the Town Clerk.

Legi= slator Barmore reported that the Chaut= auqua County Legislature recently voted to release waterway fund monies to municipalities.  He reminded t= he Town Council that the Town of = Ellicott would be receiving $40,000.00 for a drainage project.

 

CORRESPONDENCE

 

        &= nbsp;   Town Clerk Erlandson read the following items into the record:=

1.      Notice of two Public Meetings re the proposed  Chau= t. Co. Comprehensive Plan.

 

TOWN OFFICERS’ REPORTS

 

Counc= ilman Orlando reported that the Ellicott Information Technology Committee is = meeting with a website designer on Feb. 3, 2010 to discuss the Town of Ellicott website.<= /p>

 

Town Clerk Erlandson reported that he w= ould be collecting property taxes at the Celoron Village Hall on Saturday, Feb. 6, 2010 from 10:00 AM – 1:00 PM.

 

Supervisor Miller reported that a Public Hearing concerning= the proposed SKF expansion will be = held on Feb. 25, 2010.

 

Mr. = Miller also reported that he met with a representative= from the Heritage Group re their proposed development on = Southwestern Dr.<= /p>

 

OLD BUSINESS

 

Town of Ellicott Comprehen= sive Plan – Councilman Heintzelman reported that the Planning Board is meeting on Feb. = 10, 2010 at 5: 30 PM to complete its review of the revised Town of Ellicott Comprehensive Plan.  He explained that once the Planning Board has approved the plan, it must then be adopted by the Town Council.  Prior to adopting the final plan, = the Council must first conduct a Public Hearing.  Mr. Heintzelman anticipates that t= he Public Hearing could be held as early as March 15, 2010.  Tabled pending further review.

 

NEW BUSINESS

 

Motion by Supervisor Miller, seconded by Councilman Beckerink to schedule a Public Hearing for = March 1, 2010 at 7:00 PM to discuss the renewal of a franchise agreement with Time Warner Cable.

Limitation re Number o= f DogsCouncilman Beckerink discussed the feasibility of adopting a regula= tion limiting the number of dogs a Town of Ellicott resident is allowed to harbor without a special permit.  He = noted that several area municipalities have such a regulation.  Mr. Beckerink recommended that the= proposal be referred to the Ellicott Planning Board for further review.  The Town Council discussed the mat= ter.

 

MOTION by Councilman Beckerink, seconded by Councilman Heintzelman to refe= r a proposal limiting the number of dogs a Town of Ellicott resident is allowed to harbor = to the Ellicott Planning Board for further review.

The Regular Town Council meeting scheduled for Feb. 15, 2010 was cancelled in observance of = President’s Day.
