Minutes of a Special Meeting of the

Town Council of the Town of Ellicott

held at the Administration Building,

215 S. Work Street, Falconer, N.Y. on

February 10, 2003 at 12:00 P.M.

 

Present: Supervisor Tyler, Councilman Lodestro, Councilman Taylor, Town Clerk Erlandson, Attorney Lasker, Acting Police Chief Ohnmeiss.   Absent: Councilman Geisler, Councilman Miller.

 

Supervisor Tyler opened the meeting at 12:10 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called the roll. 

 

Part-time Appraiser Position – Supervisor Tyler reported that he met with Diane Lawson, Jamestown, NY re the possibility of accepting a part-time position as appraiser for the Town of Ellicott (Minutes 2/3/03).  Mr. Tyler stated that he offered Ms. Lawson a salary of $22,000.00 per year.  He explained that, if hired, Ms. Lawson would work 24 hours per week in the Town of Ellicott assessing office.  Mr. Tyler recommended that the Town Council retain the services of Ms. Miller.

 

RESOLUTION #45-03

Hire Part-time Appraiser

 

Motion by Supervisor Tyler, seconded by Councilman Taylor to retain the services of Diane Lawson, Jamestown New York as Town of Ellicott appraiser at a bi-weekly salary of $846.16 for fiscal year 2003.

RESOLUTION #46-03

Hire Part-Time Police Officer

 

Motion by Councilman Taylor, seconded by Supervisor Tyler appointing Douglas P. Switzer, Fredonia, New York as a part-time Town of Ellicott Police Officer, effective February 4, 2003, at a starting rate of pay of $10.89 per hour and subject to a one-year probation.

RESOLUTION #47-03

Hire Part-Time Police Officer

 

Motion by Councilman Taylor, seconded by Supervisor Tyler appointing Adam S. Luce, Fredonia, New York as a part-time Town of Ellicott Police Officer, effective February 10, 2003, at a starting rate of pay of $10.89 per hour and subject to a one-year probation.

Town Clerk Erlandson reported that he received a letter from Selective Insurance, the comprehensive liability insurance provider for the Town of Ellicott.  Mr. Erlandson stated that the letter regarded two (2) accidents that occurred at the Ellicott Administration Building in November 2002.  Both accidents resulted in personal injury claims.  The accidents occurred at the same location inside the vestibule of the building.  Mr. Erlandson explained that the letter listed several conditions in the stairwell, which might have contributed to the accidents.  The insurance company outlined its recommendations for improving the condition of the stairwell.  The Council directed Mr. Erlandson to respond to the letter.

 

RESOLUTION #48-03

Convene Executive Session (Personnel Matter)

 

Motion by Councilman Lodestro, seconded by Councilman Taylor to Convene Executive Session for the purpose of discussing a grievance filed by a Town of Ellicott employee.   12:10 – 12:40 PM

Motion by Councilman Taylor, seconded by Supervisor Tyler to adjourn at 12:40 PM.
