Town Council of the Town of= Ellicott

3532 Fluvanna Ave.<= /span>, Jamestown, N.Y.

March 16= , 2009 at 7:00 P.M.

 

Present: Supervisor Miller, Councilman Orlando= , Councilman Beckerink, Councilman Lodestro, Councilman Heintzelman, Town Clerk Erlandso= n, Highway Superintendent Shellhouse, Attorney Wright.

 

Supervisor Miller open= ed the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called t= he roll. 

 

APPROVAL OF MINUTES

 

MOTION by Councilman Lodestro, seconded by Councilman Heintzelman to accept the minutes of the March 2, 2009 meeting as presented by the Town Clerk.

CORRESPONDENCE

TOWN OFFICERS’ REPORTS

 

Counc= ilman Lodestro reported that the Ellicott Facilities Committee met on March 1= 1, 2009.  He stated that the comm= ittee is looking into the cost of resurfacing the parking lot at the Ellicott Administration Bldg.  He updat= ed the Town Council re the status of several other projects the committee is worki= ng on.

Counc= ilman Heintzelman reported that the steering committee for the new Town of Ellicott comprehensive plan will be meeting on March 25, 2009 at 5:00 PM.

 

Mr. Heintzelman also reminded the Town Council that a meeting with a mediat= or from the Public Employee Relations = Board (PERB) will be held on March 26, 2009 re the “impasse” in negotiations with Town of Ellicott CSEA Highway/Office employees pertaining= to a new labor agreement.

 

Super= visor Miller reported that the Falcon= er Public Library recently received a 5-Star ranking from the Library Journal Magazine.  He congratulated Library Director,= Sue Seamons.

Mr. M= iller also reported that the Town of Elli= cott received its 2008 “in-state” assessment aid from the NYS Office of Real Property Services.

OLD BUSINESS

 

Agreement w/ Town of Busti re Assessing Services= = 211; Supervisor Miller reminded the Town Council that= the Town of Ellicott would be consolidating its assessing services with the City of Jamestown & the Town of Busti, effective March 30, 2009 (Minutes 3/2/09).  He stated that the T= own would be moving its assessing operation to Jamestown City Hall= on that date.  He explained th= at the Town would be entering into a contractual agreement with the Town of Busti to provide assessing services at a cost to the= Town of Ellicott of $35,000.00 for 2009.  (Note: a= ctual “pro-rated” cost for 2009 will be $26,250.00)  In addition, the Town of Ellicott would enter into an agreement with the City= of Jamestown to leas= e office space at a cost to the Town of $1.00 per year.  There will be personnel and administrative costs as well.  Mr. Miller also reminded the Council that, for the time being, the current assessing office at the Town Administration Bldg. would remain open one day= per week. The Council discussed the proposed agreement.  The Counc= il also discussed the status of current Town of Ellicott part-time assessing clerk, Denise Hartzell.  Supervisor Miller explained that t= he Town would be retaining the services of Ms. Hartzell.  However, he pointed out that she w= ill be re-locating to the City of Jam= estown and, consequently, will have to pay for parking.  Mr. Miller feels that Ms. Hartzell should be compensated for the additional parking charges she will incur.

 

RESOLUTION #41-09

Increase Pay of Part-t= ime Assessing Clerk (Hartzell)

 

MOTION by Councilman Heintzelman, seconded by Councilman Beckerink to incr= ease the pay of Town of Ellicott Pa= rt-time Assessing Clerk Denise Hartzell from $8.24 per hou= r to $9.00 per hour, effective March 30, 2009.
