Minutes of a Regular Meeting of the
Town Council of the Town of Ellicott
held at the
Administration Building,
April 2, 2007
at 7:00 P.M.
Present: Supervisor Tyler, Councilman Pickett, Councilman Miller, Councilman Heintzelman, Town Clerk Erlandson, Highway Superintendent Shellhouse, Attorney Wright.
Absent: Councilman Geisler.
Supervisor Tyler opened the
meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance. Town Clerk Erlandson called the roll.
Motion
by Councilman Heintzelman, seconded by Councilman Miller to accept the minutes
of the March 19, 2007 meeting as presented by the Town Clerk.
Town Clerk Erlandson read the
following items into the record:
1.
Notification
re the annual Local Government Conference sponsored by Southern Tier West to
be held at Houghton College on May 9, 2007.
2.
Notice
re Public Hearing at the Town of Ellery.
3.
Notice
re upcoming events sponsored by the Chautauqua County Chamber of Commerce.
4.
Notice
re a free rabies vaccination clinic to be held in Fredonia, NY.
5.
Newsletter:
Chaut. Co. Chamber of Commerce.
Councilman Heintzelman reported that the Ellicott
Zoning Commission met on March 29, 2007.
He explained that the commission is looking into the feasibility of
conducting a comprehensive zoning plan for the Town of Ellicott. (Minutes 11/20/06) He stated that a professional planning consultant attended the
meeting to outline how a comprehensive plan should be conducted. Mr. Heintzelman noted that the zoning
commission would be meeting more frequently in the next several months in order
to expedite the project.
Request for Municipal Water Service (Buffalo
St. Ext.) – Supervisor Tyler reported that an Informational
Meeting was conducted before tonight’s Town Council meeting
re extending municipal water service to the section of Buffalo St. Ext. between
Willard St. Ext. and the Peck-Settlement Rd.
(Minutes 3/5/07) Nine residents
attended the meeting. Mr. Tyler noted
that the proposed water line cannot be extended without the approval of a majority of the homeowners who reside in the proposed
service area. Town officials will
contact the residents by mail to determine whether they are in favor of the
project.
Four-year
Terms for Elected Officials – The Town Council reviewed a proposal by
Councilman Heintzelman to create four-year
terms for the Town Supervisor, Town Clerk and the Town Council. The Council discussed the logistics of how
four-year terms would be established.
Town Clerk Erlandson will contact several area Towns to determine how
their terms are set up.
Water Pump Station in School
Ave. Area –
Highway Superintendent Shellhouse informed the Town Council that constructing a
new water pump station in the School Ave. area might not be
necessary. He explained that the
Jamestown Board of Public Utilities has a possible alternative
plan to alleviating the water-pressure problem in the School Ave. - Howard Ave.
area. (Minutes 3/19/07) However, he noted that the Town’s Engineer,
Rex Tolman, has expressed a number of concerns re the new plan. Town officials will meet with Mr. Tolman
& BPU officials to discuss the matter.
NEW BUSINESS
RESOLUTION #50-07
Easement Agreement w/ Jamestown BPU (Burtis
Bay Water Line)
Motion by Supervisor Tyler, seconded by Councilman Heintzelman granting an easement
to the Jamestown Board of Public Utilities for the purpose of extending
a water line through a section of Burtis Bay Park.
Adopted.

RESOLUTION #51-07
Payment of Claims
Motion by Supervisor Tyler, seconded by Councilman Miller to pay 2007
current claims #308-367, inclusive, in the amount of $51,468.26 and charge
to the proper fund or account.
