Minutes of a Special Meeting of the
Town Council of the Town of Ellicott
held at the
Administration Building,
April 29, 2002
at 12:30 P.M.
Present: Supervisor Tyler, Councilman Geisler, Councilman Lodestro, Councilman Taylor, Town Clerk Erlandson, Highway Superintendent Shellhouse. Absent: Councilman Miller.
Supervisor Tyler opened the
meeting at 12:30 PM. Town Clerk
Erlandson called the roll.
OLD BUSINESS
Reconstruction of Lyndon
Blvd - Chautauqua County Senior Project
Coordinator Rose Wightman stated that the Town of Ellicott would receive
$480,000.00 in grant funding through the New York State Industrial Access Program (IAP). The funding is to be used in
conjunction with the Lyndon Park Road and Infrastructure Improvement
Project. (see ‘Minutes 2/4/02’ et.
seq.) She added that the town would
also receive $200,000.00 in multi-modal
funding for the project. Ms. Wightman explained how the funds would
be disbursed. She stated that the
construction bids for the project were opened on April 18,
2002 & the low bidder was C. Destro Development Co., W. Seneca,
N.Y. Ms. Wightman distributed several
documents including a construction
schedule. She stated that construction will begin in the next several weeks
and should be completed by the end of 2002.
Councilman
Lodestro thanked Ms. Wightman for her hard work on securing the funding for the
project. He distributed a funding
breakout report for the project. Mr.
Lodestro recommended that the Town of Ellicott hire a project inspector to
oversee the construction.
RESOLUTION #89-02
Accept Bid (Lyndon Blvd.
Reconstruction Project)
Motion by Councilman Lodestro,
seconded by Supervisor Tyler to accept the low bid from C. Destro
Development Company, Inc., West Seneca, New York in the amount of
$684,850.00 for the Lyndon Park Road and Infrastructure Improvement
Project. (see ‘Bid File’ for detail)
RESOLUTION #90-02
Hire Construction Inspector
(Lyndon Blvd. Reconstruction Project)
Motion by Councilman Lodestro,
seconded by Supervisor Tyler retaining C & S Engineers, Inc. as construction
inspector for the Lyndon Park Road and Infrastructure Improvement Project
at a cost to the Town of Ellicott not to exceed $37,500.00; and,
further, to retain C & S Engineers, Inc. as engineer consultants for
the project at a cost to the Town of Ellicott not to exceed $7,500.00.
RESOLUTION #91-02
Appoint (Lyndon Blvd.
Reconstruction Project)
Motion by Councilman Lodestro,
seconded by Supervisor Tyler granting the Town of Ellicott Highway Superintendent
the authority to approve any change orders under $5,000.00 in
conjunction with the Lyndon Park Road and Infrastructure Improvement Project.

by Supervisor Tyler, seconded by Councilman Geisler to adjourn at 12:5 0 PM.
