Minutes of a Regular Meeting of the

Town Council of the Town of= Ellicott

held at = the Administration Building,

215 S. Work Street, Falconer, N.Y. on

May 3, 2= 010 at 7:00 P.M.

 

Present: Deputy Supervisor Heintzelman, Counci= lman Orlando, Councilman Beckerink, Councilman Lodestro, Town Clerk Erlandson, H= ighway Superintendent Shellhouse, Legislator Barmore.  Absent: Supervisor Miller.

 

Deputy Supervisor Heintzelman opened the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called t= he roll.

APPROVAL OF MINUTES

 

MOTION by Councilman Lodestro, seconded by Councilman Orlando to accept the minute= s of the April 19, 2010 meeting as presented by the Town Clerk.

PRIVILEGE OF THE FLOOR

 

Legi= slator Barmore reported that the New York State Dept. of Environmental Conservation is considering the regulati= on of outdoor wood-burning furnaces.  He noted that the DEC wi= ll be conducting public hearings throughout the state re the matter.  Mr. Barmore outlined the proposed regulations.

 
CORRESPONDENCE

 

        &= nbsp;   Town Clerk Erlandson read the following items into the record:=

 

1.      Notification re the an= nual Village<= /st1:PlaceType> of Falconer Memorial Day Parade to be held on May 31, 2010.

2.      Newsletter: Chautauqua County Chamber of Commerce.

 

TOWN OFFICERS’ REPORTS

 

Coun= cilman Beckerink reported that he assi= sted Lakeside Drive residents with garbage pickup on Earth Day.

 

High= way Superintendent Shellhouse repor= ted that a new home is being constructed on Camp St. Ext.  He noted that the new home will be connecting to the Buffalo-Willard municipal water line.

 

 

OLD BUSINESS

 

Chautau= qua Lake Local Waterfront Revitalization Program (LWRP) – Don McCord, Chaut. Co. Planning Dept. updated = the Town Council re the status of t= he Chautauqua Lake Local Waterfront Revitalization Progr= am (LWRP).   He summarized the rationale for= conducting the LWRP.  He reminded the Council that the p= rogram was prepared by the Chaut. Co. Plan= ning Dept. for the benefit of the nine (9) municipalities located on Chautauqua Lake.  He stated that the plan was design= ed to serve as a tool for waterfront management.=   He distributed a number of documents pertaining to the LWRP.  He noted that a draft of the LWRP was completed in 2005 & c= an be viewed on the department’s website: www.planningchautauqua.com.=   Mr. McCord stated that 7 of the 9 municipalities have adopted the draft.&nbs= p; The Town of Ellicott & the Village of Lakewo= od have not.  He outlined the ben= efits of the LWRP & encouraged th= e Town Council to adopt the plan.  Ma= rk Geise, Deputy Director of Chautauqu= a Co. Planning & Economic Development pointed out that the two main benef= its of adopting the LWRP are to exp= edite state funding for lake management and to protect the character of the waterfront.  The Council discu= ssed the matter and asked Mr. McCord a number of questions.  Attorney Wright expressed several concerns re the LWRP.  Tabled pending further review.
