Town Council of the Town of= Ellicott

held at = the Administration Building,

215 S. Work Street, Falconer, N.Y. on

May 4, 2= 009 at 7:00 P.M.

 

Present: Supervisor Miller, Councilman Lodestr= o, Councilman Heintzelman, Town Clerk Erlandson, Highway Superintendent Shellh= ouse, Attorney Wright, Legislator Barmore.

 

Absent: Councilman Beckerink, Councilman Orlan= do.

 

Supervisor Miller open= ed the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called t= he roll. 

 

APPROVAL OF MINUTES

 

MOTION by Councilman Heintzelman, seconded by Councilman Lodestro to accept the minutes of the April 20, 2009 meeting as presented by the Town Clerk.<= /o:p>

CORRESPONDENCE

TOWN OFFICERS’ REPORTS

 

Counc= ilman Lodestro updated the Town Council re several projects involving the Ellicott Administration Buil= ding.  According to Mr. Lodestro, the Ell= icott Facilities Committee has become aware of several problems involving the building.  For example, some of mortar work on the building has deteriorated.  In addition, many of the windows n= eed to be replaced.  Consequently, Mr. Lodestro recommended that the roof not be repaired at the present time as originally planned.  (Minutes 4/20/09)  He stated that the committee will discuss the matter further at its next meeting on May 13, 2009.  He stated that the comm= ittee still intends to move ahead with the installation of new carpeting in the Town offices as well as the re-surfacing of the parking lot outside the Administration Building.  The total cost of the two projects= will be approximately $15,000.00.

 

Town Clerk Erlandson reported that the Tow= n of Ellicott would be sponsoring a free rabies vaccination clinic on Thursday June 25, 2009 from = 6:00 – 8:00 PM at the Ellicott Highway Garage.

 

Highway Superintendent Shellhouse reported that he is working on obtaini= ng easements in several areas of the town.

 

Mr. Shellhouse also reported on the status of the new water pump station under construction in West Ellicott.

 

Super= visor Miller reported that the Town of Ellicott received its sales tax reimbursement for the 1st quarter of 2009.  He noted that the amoun= t is up about $6,000.00 from the 1st quarter of 2008.

 

OLD BUSINESS

 

Bids for Town of Ellic= ott Vehicle (Assessor’s Car) – Supervisor Miller reported that the Town of Ellicott recei= ved two (2) bids for the sale of the Town of Ellicott Assessor’s car.

 

RESOLUTION #50-09

Accept High Bid for Sa= le of Town Vehicle (Assessor’s Car)

MOTION by Councilman Heintzelman, seconded by Councilman Lodestro to accept the high bid of $1,550.00 for the sale of a 2000 Ford Taurus formerly utilized by the Town of Ellicott Assessor.

NEW BUSINESS

 

2009 Tentative Assessm= ent Notices - New Town of Ellicott Assessor Randall Holcomb= addressed the Town Council.  He discussed certain assessment matters he and his staff have been working on since he became Town of Ellico= tt Assessor on April 1, 2009.  (Minutes 3/2/09 et. seq.)  He pointed out that he has correct= ed a number of errors in the assessment roll.&n= bsp; He also discussed the 2009 Tentative Assessment Notices.  He explained that approximately 3,= 000 “change of assessment” notices will be mailed later this week.<= span style=3D'mso-spacerun:yes'>  He acknowledged that some property owners will experience an increase in their assessments.  However, he emphasized that these assessments are tentative.  Mr. Holcomb encouraged all property owners who disagree with their tentative assessments to contact his office as soon as possible.  He stated that he will do his best= to resolve the majority of assessment complaints prior to “grievance day” which will be held on May 26, 2009.  The Council asked Mr. Holcomb a nu= mber of questions.

 

RESOLUTION #52-09

Payment of Claims=

MOTION by Supervisor Miller, seconded by Councilman Heintzelman to pay Abstract #8 in the amount of $24= ,696.98 and charge to the proper funds or accounts.
