Minutes of a Regular Me= eting of the

Town Council of the Town of Ellicott

held at the Administration Buil= ding,

215 S. Work Street, Falconer, N.Y. on

June 1, 2009 at 7:00 P.M.

 

Present: Supervisor Miller, Councilman Beckerink, Councilman Lodestro, Councilman Heintzelman, Town Clerk Erlandson, Highway Superintendent Shellhouse, Legislator Barmore, Legislator Nazzaro.&nb= sp; Absent: Councilman Orlando.

 

Supervisor Miller opened the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called t= he roll. 

 

APPROVAL OF MINUTES<= /span>

 

MOTION by Councilman Lodestro, seconded by Councilman Heintzelman to acce= pt the minutes of the May 18, 2009 meeting as presented by the Town Clerk.

PRIVILEGE OF THE FLOOR=

 

Legislator Nazzaro reported that the 1996 tax collection agreements between Chautauqua County &a= mp; the cities of Jamestown and Dunkirk have been rescinded.  He stated that the Chaut. Co. Legislature recently established a new county-wide tax collection policy.  He explained that the county will = also negotiate new joint tax collection agreements with Du= nkirk & Jamestown.  Legislator Barmore commente= d on the matter.  He is concerned that rural taxpayers throughout Chautauqua Co. are subsidizing delinquent taxes for properties within the cities.

 

Steven Nelson, 1922 Willard St. Ext. expressed his concern about a damaged section of Willard St. Ext. near his home.  Mr. Nelson explained that the dama= ge was created by a property owner who resides at that location.  Highway Superintendent Shellhouse = stated that he will have the road repaired at the property owner’s expense.<= o:p>

 

CORRESPONDENCE

 

Town Clerk Erlandson read the following items into the record:=

 

<= span style=3D'font-size:12.0pt;mso-bidi-font-size:10.0pt'>1.      “Certificate of Satisfaction” from the Chauta= uqua County Dept. of Real Property Services regarding the 2008 Tax Warrant issued to the Town of Ellicott.

TOWN OFFICERS’ REPORTS

 

Councilman Heintzelman = reported that the first draft of the new Ellicott Comprehensive Plan has been completed.&nbs= p; He stated that the steering committee would be meeting on June 17, 2= 009 to review the plan.

Councilman Beckerink reported that the Town of Ellicott Assessing Dept. will establish regular office hours one day per week at the Ellicott Administration Bldg. beginning June 8, 2009.

 

Town Clerk Erlandson reported that the Tow= n of Ellicott would be sponsoring a free rabies vaccination clinic on Thursday, June 25, 2009 from 6:00 – 8:00 PM at the Ellicott Highway Garage. 

 

Highway Superintendent Shellhouse<= /span> reported that the Ellicott Highway Dept. would = soon begin laying pipe for the new water pump station in = West Ellicott.

 

Supervisor Miller reported that several residents have asked Town = of Ellicott official= s to consider reducing the speed limit on Hunt Rd.  Highway Superintendent Shellhouse will look into the matter.

NEW BUSINESS

 

Disposal of Mechanical Lever Voting Machines – Town Clerk Erlandson reported that the Chautauqua Co. Board of Elections will no longer be using the mechanical lever voting machines beginning this fall.  He stated that the BOE plans on disposing of the mechanical lever machines.  Mr. Erlandson explained that the BOE has asked each municipality if= they want to “take possession” of the machines.  He noted that the Town of Ellicott is curren= tly responsible for 5 machines.  T= he Council discussed the matter and decided to retain the voting machines for = the time being.

 

RESOLUTION #54-09

Appoint Part-time Bookkeeper (T= rask)

 

Motion <= /span>by Councilman Lodestro, seconded by Councilman Heintzelman appointing Larry Trask as part-ti= me Town of Ellicott Bookkeeper at a salary of $5,000.00 for 2009.

Payment of Claims

 

MOTION by Supervisor Miller, seconded by Councilman Bec= kerink to pay Abstract #10 in the amount of $41,282.64 and charge to the proper funds or accounts.=
