Minutes of a Special Meeting of the

Town Council of the Town of Ellicott

held at the Administration Building,

215 S. Work Street, Falconer, N.Y. on

October 5, 2007 at 12:15 P.M.

Present: Supervisor Tyler, Councilman Pickett, Councilman Miller, Councilman Heintzelman, Town Clerk Erlandson.

Absent: Councilman Geisler.

Supervisor Tyler opened the meeting at 12:15 PM and led the Town Council in the Pledge of Allegiance. Town Clerk Erlandson called the roll.

Tentative Budget (2008) - Supervisor Tyler presented the Tentative Budget for the Town of Ellicott for fiscal year 2008. He noted that the proposed tax rate for the Town of Ellicott (i.e. Town outside Village) for 2008 is $4.39 per thousand while the proposed Village tax rate is $3.70 per thousand. He commented on the budget & pointed out that the proposed tax rate for the Town is a 12% increase over 2007. Mr. Tyler stated that the Council would meet with department heads over the next several weeks to determine whether any proposed expenditures can be reduced.

Retain Appraiser Services – Town Assessor Marsha Painter reported that she received only one other price quote from an appraisal company to provide appraisal services to the Town of Ellicott. (Minutes 10/1/07) She noted that the price quote is considerably higher than the one received from JD Brearley Consultants LLC. She recommended that the Town retain the services of JD Brearley Consultants.

Retain Appraisal Services (JD Brearley Consultants LLC)

MOTION by Councilman Pickett, seconded by Supervisor Tyler to retain the services of JD Brearley Consultants LLC to provide appraisal services to the Town of Ellicott at a one-time cost not to exceed $47,500.00.

Adopted. Ayes - 4 Noes - 0 Absent - 1

MOTION by Supervisor Tyler, seconded by Councilman Pickett to adjourn at 12:30 PM.

Carried. Ayes - 4 Noes - 0 Absent - 1
