MINUTES OF THE
REGULAR MEETING OF THE TOWN OF ELLICOTT PLANNING BOARD HELD AT THE
ADMINISTRATION BUILDING, 215 SOUTH WORK ST., FALCONER, NY ON JANUARY 14, 2004
AT 7:00 P.M.
PRESENT: Chairman Dan Evans, Gary Swanson, Ron Calanni, Becky Holmstrom,
Phyllis
Belin, Attorney William
Wright and Code Enforcement Officer Randy Woodbury.
ABSENT: Mike Mogenhan and Dave Carlberg.
Chairman
Dan Evans called the meeting to order at 7:00 P.M.
Motion made by Gary
Swanson , seconded by Becky Holmstrom to approve the minutes of the December 10, 2003 meeting.
Carried. Ayes-5 Noes-0 Absent-2
Randy Woodbury told the Board members Gene Aversa
has not been able to get a surveyor to measure his pond so this project should
be tabled until the weather permits.
Motion made by Gary
Swanson, seconded by Ron Calanni to table this application until Mr. Aversa is
able provided the needed information.
Carried. Ayes-5 Noes-0 Absent-2
Dr. Kenneth Erickson
requested site plan for a Chiropractic Office at 428 Fairmount Ave., Jamestown,
NY.
Mr. Ron Catalano explained
Dr. Erickson wants to use the structure as a chiropractic office. He would
demolish the outer building on the east and construct a new handicap ramp.
Discussion followed on:
1) The
existing paving and parking
2) The
existing sign that will be removed for the ramp
3) A
building permit will be required for the ramp and interior changes
4) A
20 SF ground sign and/or a 4 SF wall sign is allowed
5) One
handicapped parking space will be closest to the ramp
6) Traffic
pattern and the curb cut will remain the same
7) The
Board agreed to waive the topals in November when Dr. Erickson appeared because
the pavement already existed.
8) No
new lighting except one on the sign and security lighting

The Planning Board reviewed the site plan checklist
noting:
1) There
will be no outdoor storage or dumpster
2) There
will be no change in utilities
3) Dr.
Erickson will apply for a variance if needed for his sign
4) The
pavement goes to the property lines and there is no requirement for a buffer if
the adjoining property is used as commercial
5) There
will no retail sales
6) Dr.
Erickson will require no permits except his building permit
7) Construction
will start as soon as Dr. Erickson closes on the property and be completed
within 60 to 90 days
Attorney Wright
stated this project is exempt from SEQR under 6 NYCRR Part 617.5 (2).
Motion made by Ron
Calanni, seconded by Becky Holmstrom to approve the site plan for Dr. Kenneth
Erickson for a Chiropractic Office at 428 Fairmount Ave., Jamestown, NY.
Carried. Ayes-5 Noes-0 Absent-2
Attorney Wright
noted that all the documents needed to be attached together. Chairman Evans signed and stamped 3 copies
of the site plan.

Holmstrom, seconded by Phyllis Belin to adjourn the meeting at 7:26 PM.
